In August, Congress passed a law banning chemicals called phthalates in products for children under 12. The ban takes effect Feb. 10.
But now, the legal counsel at the Consumer Product Safety Commission says the ban doesn't apply to toys made before the February date. So, pretty much, retailers and manufacturers can sell off their existing inventory of dolls, sippy cups, etc. They can sell the toys that Congress is banning, toys that may not be safe. However, there are some stores that are working to get these toys off the shelves. The worst part is, there is no way to tell which toys on the shelves have the chemicals and which toys don't.
